I tried 7zip but it didn't extract the cab properly. You need the cabextract program to extract the installer files.
Here are all the steps that got the JDK installed on Windows 7 without admin rights.

Move tools.zip to a new directory and unzip it using cygwin or windows explorer. This will extract all the files into the current directory. Type cabextract jdk1.6.exe <- jdk file name In the utils make sure you select cabextract.exe to install it. For this you need cygwin installed which does not require admin privileges. Here is a workaround to install java without admin privileges or without administrator password.
